Sir,
I am directed by the Secretary of State to transmit to you for the information of the Lords Commissioners of the Treasury a copy of a Despatch from the Governor of Hong Kong enclosing a Memorandum complaining of the effect on him and other Civil Servants of the Hong Kong Colony of Sir B. Freemantle's decision contained in his letter of the 13th April 1859, in respect to their pensions on retirement.
