1 Though it is, I fear, impossible to regulate the Expenditure of this Colony exactly by the Estimates, the error, as You are aware, has been rectified, by which owing to some misunderstanding of Instructions unexpended Balances of previous year were held available without Authority-

2. I should hope that notwithstanding the Confusion in which Mr Rienaecher left the affairs of the Colonial treasury You will have no difficulty in finding either there or in the Audit office the previous Authorities and Warrants now reported wanting.

3. The Expenditure on glass and marble fittings for Government House, should, it seems, have gone through the Colonial Office and the Agent General- I presume the Surveyor General was ignorant of the regulation on this head.

4. As regards the salary of Private Secretary my recollection runs that His Excellency Sir John Bowring on the point being brought to his notice by the Colonial Treasurer, gave that Officer written instructions to pay this salary to himself or order. You will of course find such instructions registered in your office.
