Secretary's letter notifying such sanction is on record in the Treasury, the Treasury and the Audit Office. I cannot find that it was reported to the Secretary of State, but presume that it was overlooked as a matter of minor importance.
Send however the correspondence on the subject.
I trust the explanations now given may be satisfactory.
