WERE I not here to address you by your own request, I should hesitate to bring before you, during a great commercial crisis like that through which we are passing, the Industrial Museum of Scotland in any of its relations. Yet believing that it is no holiday institution which can be looked at only in fair weather, but essentially a tower of refuge in commercial storms, and a castle stored with the ammunition and the weapons of commercial warfare, I even hope that it will be an object of greater interest now, than it would be at a more prosperous season. If, at all events, the Industrial Museum cannot endure scrutiny at a period like the present, when mercantile enterprise is temporarily paralysed, it is not worth your
