date (Capt. Watkins has

a claim to consideration

arising out of the imperfect information supplied to him here,

but I conceive to think

that it is really

to an

indulgence,

&

not to a right - and

that the exigencies of the service having demanded the cessation of the indulgence he is not entitled to

the relief - whatever

it is - he solicits.

Subsequently to the

date when he was

relieved from the duties

of the Marine Magistrate

I submit he has no

claim at all, his Predecessor having been

paid for his services in

that capacity by the Accommodation of a house or quarters rent

free.

Hence it follows

that Capt. Watkins, when

the Marine Magistracy was taken from him, lost at the same time

his right, if he had any at all to the remuneration in the

shape enjoyed by his Predecessor or which accompanied the performance of
