All these, together with the entirely debilitating state of his health, his life & family circumstances, are strong inducements for you to take his case into consideration.
He has suffered much in the service of Hong Kong, and it would be in his favour to be promoted to some other place with a better climate, where his health may be restored, and his ability to serve may be preserved.
A few months' leave in a more favourable climate could save the life which is now in danger.
