This is to Certify that Mr. E.K. Mitchell served as Chief Clerk, me as Superintendent Master and Marine Magistrate at Hong Kong, from the day of May 1854 to this date.

I found Mr. Mitchell possessed of great zeal and intimately acquainted with every detail of his duty; and it is with just pleasure that I bear testimony to his unremitting assiduity, and the efficient assistance I derived from his knowledge of all the distinctions of his office.
