you will pardon me for taking the liberty of soliciting your perusal of the accompanying Copy of a memorial I recently addressed to the Rt Hon Lord Stanley.
I desire to pray your Lordship's favourable Consideration of the facts therein set forth, which render my resignation of the offices held at Hongkong a matter of absolute necessity, owing only to the increasing "hardship and difficulty in performing the duties of the Colony" and I shall endeavour to solicit from your Lordship a favourable reply by return of post. I shall be ever grateful if directed to the Council worthy of my work tome.
