I had hoped that I should not have to trouble you again on the subject of my case, but that the first effect of my letter of the 16th instant would have been to dispose the minds of the local authorities to repair their past omissions, so far as possible by collecting and despatching to Downing Street the proofs and documents which have been too long kept back.
I have now to express my disappointment and to offer my protest as to a suppression of evidence, and reasons for believing that you will not hesitate to take into your consideration the duplicates, which, in token of distrust — but too well founded. I had taken the precaution to address to you directly through the Post Office.

It is obvious that, if this is admitted, no colonial officer hereafter will be able to insist upon the rights he has under the 82nd and 83rd Regulations for the Colonial Service. But this is not all.
Another communication (No. 502, July ...) of yesterday informs me that 'His Excellency declines further correspondence on the subject.
