On the Attorney Generals Draught I have to remark
that Section, Ace, to i however well suited to the
conduct of business in a -public assembly - or populoute
elected Parliament-
are
altogether inconsistent with the character of the Legislative Council of Hongkong, and with the duties imposed upon
the Governor by Her Monjesty.
