I have shown the Ordinance to the Chief Justice, and having in full accordance with his view come to the conclusion that the non-conviction of Alum on the late occasion is rather to be attributed to defective evidence than to the imperfection or insufficiency of existing Laws, I have determined to forward the Ordinance as prepared by Mr. Anstey for the Opinion of Her Majesty's Government previously to bringing it before the Legislative Council for discussion.
In deference to the Opinion of Anstey I am not willing peremptorily to repudiate a measure which he seems to think useful and necessary.
