The boon conceded to the men serving in the Straits, of being furnished with a passage in the Mail Steamer in case of extreme sickness, will be continued to the men now proceeding to China - the sick will, in the first instance, be sent to this place, or Penang, and it will depend upon the medical men on the spot whether any further change is to be tried.

As long as this Detachment of Artillery remains in China, and the 29th Regiment from which the two companies are taken continue in the Straits, I propose to consider them as belonging to this Government, and to account for them accordingly in the periodical returns.
