The Native Troops who formed part of the expedition to China during the late War, were, I am informed, supplied with certain articles considered essential for the comfort of the men and for the preservation of their health.

The Articles are specified in the Margin - I cannot however find any General orders for this, yet I consider the indulgence called for, to a certain extent, especially as the men will find it very cold during the voyage, exposed as they will be to a bleak North East Wind.

Margin:

1. Blanket 2. Flannel Shirts 2. pair of socks 1. Pair of Boots. 1. do of Gloves

Ruzzes, Cumblies, and gloves are not procurable here - English Boots only can be purchased, but at a high price, and without socks, they are useless - I therefore propose for your Honour's consideration and Sanction, that all the men, Europeans and Natives, be provided with a Blanket each, and that the latter be further supplied with two Flannel Jackets or Guernsey
