I have to inform that, under the peculiar circumstances of the case, the Governor will apply to Parliament for a vote of credit for £10,000 for Hong Kong, but that the second Application which you have made cannot be complied with without some more satisfactory Explanation of the precise objects to which it is proposed that this further aid should be applied.

I think it will be well to give the Governor some such caution. You will bear in mind that this large grant of money with the special vote made to Hong Kong for "Borring Passes, ground rents & works really Colonial" out of the present hostilities with China must be relatively applied to that service, and on no account diverted to Colonial objects or purposes strictly of a local or personal character.
