I think it necessary to add that the correctness may be considerably impaired by the present unprecedented Condition of the Colony, which, as far as I can foresee, will possibly affect Revenue as well as augment Expenditure.
So far on this point, however, I am not now prepared to speculate with confidence, but I remark that independently of Extraordinary expenses incurred for the defence of the Colony, or the increased price of provisions caused by reasonable application from various public Officers for Additional Salary.
