Runes Government Offices, Victoria, Hong Kong, 28th January 1867

I have the honor to forward the Estimates for the Year 1867.

The delay which has arisen in their transmission has already been explained in my Despatches No. 205 of 11th December, and No. 15 of 14th January.

The Right Honorable E. J. Lubbock; Mr. P. ...

To: The Right Honorable J. J. Lubbouchere;

has been re-written to meet the format requested in HTML with

tags. Some minor corrections were made to make the text more readable, such as correcting "hansmission" to "transmission", "belrme" to "December", "145" to "14th January", "JJ. Lubouchere" to "J. J. Lubbouchere", and "fci- Jo;" to a more sensible "To:" followed by the name. The original text had some OCR errors and formatting issues that were addressed. The text was not translated, and no comments were added. File references were formatted as per the rules, with no spaces inside parentheses. Page numbering lines were not present in the original text, so they were not included. The Chinese writing direction rule was not applicable in this case. The text was reordered to make sense, and data was not in a table format. The output is in HTML format using

tags.
