I now forward copies of four Government notifications, issued in connection with that Ordinance, and the wretched condition of things has led to precaution being taken by the Military and Naval Authorities, that the small means at their disposal permit, and the activity and sagacity of Mr. May, Superintendent of Police, as deserve special mention.

It has been found expedient to add to the Police Force, the expense of which I propose to meet by raising the Police Rate. I have reason to think there will be no objection to this on the part of the community.

The increase amounts to 50 Europeans and 50 Indians, and I have improved the supervision of the Force by giving the services of Mr. Cluff as Assistant Superintendent. Mr. Cluff was formerly Superintendent of Police at Singapore, and has high testimonials from the late General Butterworth and others.
