Ordinance
The passing of this Ordinance is justifiable. The object might be better attained by placing the Colony at once under Martial (or more Military) Law. The effect of this change is to suspend the action of the ordinary tribunals in Martial Law cases, and to substitute for it the summary, though not necessarily violent, determination of the Officers in Command.
Who ordinarily, though not necessarily, tries offences by Court Martial transmit to you copy of Proclamation No. 72 for bringing Martial Law into effect in Legation in 1849, and also of an Ordinance No. 21 passed in that Colony for terminating Martial Law, to indemnify parties who had acted in furthering it.
