Ensuring the protection of the Shipping at night.
In the present state of Affairs I do not hesitate to make and accede to this suggestion, and shall feel greatly obliged if Your Excellency can make arrangements for rowing Harbour-Guard during dark.
The Scantiness of the British Naval Force permanently in Harbour, and the large Amount of Mercantile Shipping now berthed here induce me to trouble Your Excellency with this request.
