A station a little to the eastward of Kellet Island would be a very desirable protection to the whole harbour, particularly as regarding it from Any dangers from ships of Contagious diseases, where we think much danger is to be apprehended. Notwithstanding the result of the Samson's recent visit from the town or descent from the town, it would also serve to overlook the entire road to the Eastward which has long been a notorious haunt of bad character, as is the bay behind East Point, which it would completely command.

We likewise trust that your Excellency will arrange with the Commandant of the garrison for placing upon our premises a guard of at least 20 steady men, even from the Military force, for the immediate protection of our private residences and business Establishments. We shall be ready to facilitate by every means in our power the arrangements of the several Authorities for ends already indicated, and we would again press upon Your Excellency's consideration the manner in which we are separated from the rest of the community, which alone should entitle us to some such consideration.
