Instructions which require five Members to be present besides the Governor as presiding Member, I have deemed it requisite to nominate Alexander R. Johnston Esq., Secretary to Her Majesty's Plenipotentiary and Chief Superintendent of British Trade in China, as third Member, subject to the sanction of Her Majesty's Government.
M. Johnston's experience of this Colony, of which he was for some time Lieutenant Governor, appeared to me to qualify him for the position; and he was also nominated a Member of Council by my Predecessor in this Office.

Government Notification.
Under Instructions from Her Majesty's Government, the situation of Deputy Superintendent of Trade &c is abolished from this date; and Alexr. R. Johnston Esq., is appointed Assistant and Registrar to the Chief Superintendent of Trade.
