It is beyond any question that I may be excused for bringing to your notice that I was entrusted with laying the foundation and with moulding into shape the Government of that Colony. And it will be seen by my enclosed statement that the important duty reported in one was attended with difficulties; at a time when the numerous difficulties consequent upon a war with China, and the founding of a new settlement totally deficient in a labouring population, were all to be overcome without instructions of any nature to support or guide me, and with demands for extra exertions and exposure of no ordinary nature, in a climate most trying to the European Constitution, and surrounded by sickness and death on all sides.
