My services commenced in 1828, when I was appointed to
the Mauritius by Mr. Huskisson, at
the time when he was Secretary of
State for the Colonies, And they
terminated at a moment when
I was and had been for some
Member of the Executive
Council of Hong Kong after having
had charge of the Government of
that Colony in its infancy,
as well as
after having been for some time
the Senior Member of its Legislative
And Executive Councils.
As many of these Public Services were, from the peculiarity and complexity of the circumstances, of an important Colonial Character, I humbly take the liberty, with
Your permission, to place them before you as Principal Secretary of State for the Colonies.
