I have the honor to acknowledge the receipt of Mr. Ball's Letter of yesterday's date and to thank you for it.
I had desired to delay any further communication on the subject of the proposal of Sir J. Bowring to construct a Playa at Hong Kong in the expectation of receiving further expression of the local opinion.
Some ... on the subject which my advices lead me to expect: and which I had proposed to lay before you.
It is difficult for me under the circumstances to convey to you my impressions upon the subject.
The questions which I would submit to you have to determine are practically - first whether the measure itself is necessary on any sufficient ground of public benefit - Secondly whether it can be effected consistently with a due regard to the private interests affected by it.
Upon the first point I would submit to you the Copy of a Petition presented by the principal British and American Merchants at Hong Kong to Sir John Bowring from which you will see the feelings of those Gentlemen on the subject I also refer you to the Public Journals for further information - which I enclose.
