BurrowsIt may be stated that I am vested with special and extraordinary powers culpably neglected to use them.
Already has a scurrilous print of this Colony (of which the Chief Justice's secretary, Mr. W. H. Beale is editor and from the editorial bench of which Mr. Mitchell was removed to the post of Assistant Magistrate) brought forward the miscarriage of Justice reported in my letters of the 7th & 11th instant as a proof that I am unfitted to fill the office of a Civil Executive.
What may be the result, I cannot foretell. Already I am told, and told for the first time, that "grievous Complaints are made against my conduct of the Department."
But I feel it due to myself to point out to you, that for 5 months I have carried on a ceaseless struggle to prevent buildings in this Colony being of a dangerous or inflammable construction, to abate nuisances and to carry out that sanitary Reform which the very passing and hissing of the ordinances proves to have been necessary.
That my prescribed period of Military service here will shortly terminate and I refer to the position in which I am now placed by the correspondence.
It leaves me no alternative but to do so.
I have the honor to be,
Sir,
Your most obedient humble Servant,
William Caine,
Captain,
Commanding Regiment,
Acting Surveyor General.
