The question here raised for decision is certainly

one

of some difficulty, but on the whole I retain my opinion in favor

of the stricter course. According

to this Gentleman's own account, his duties are of a difficult, dangerous, & arduous nature & he receives for their performance £800 a year. I am disposed to think that the practical effect of allowing him to engage in private practice must be in the first place to interfere with the active discharge

of

his duties, and at the same time

to exclude from the field of competition those who would otherwise be employed in the Colony & progression in their place
