The description of piracy is alone worthy of serious attention, whereas I am inclined to agree with Mr. Brydges in thinking the small petty piracy, at least so far as Hong Kong is concerned, is the more serious ill. I do not think that any good can be done by attempting to prevent the armament of boats at Kong until the police of the adjacent seas is reorganised and enforced by the Government. It would probably miss the pirate and affect the trader who endeavours to provide for his own defence.
