I have the honor to lay before you most respectfully for your consideration "the following facts connected with my position as Hicer of the Crown in the recent appointment of Mr. Chisholm Anstey to the office of Attorney General for that Colony. J. was called to the English Bar in 1847 and after three years practice there proceeded to Hongkong in January 1851 where for the last five years I have had the entire lead of all the legal business arising in that Colony and the five Ports in China. The office of Attorney General becoming vacant, for a year I accepted the acting appointment, and was subsequently re-appointed twice and discharged the duties at half the salary. From April 1854 to January 1856 I served the Crown during a period of nearly three years with great zeal.
