I am directed by Lord Panmure to transmit to you Mr. Secretary Labouchere, the copy of a despatch from Lieutenant Colonel Drelos R. A., in which he reports having assumed the Command of the Troops at Hong Kong on the departure of Lt Colourel Graham for England.
With reference to his remark that he had not succeeded to a seat at the Council, I am to request that you will inform me whether "the Officer Commanding the Troops"
