I have laid before the Governor a dispatch from the Secretary of State for the Home Department, enclosing a dispatch from the Supreme Court respecting the advancements to be made for prisoners under sentence of penal servitude.
And I am to acquaint the Military Secretary, for the information of Her Majesty's Government, that it being desirable that such sentences should be carried into effect as expeditiously as circumstances will admit, Lord Panmure is of opinion that the Government should continue to advertise for labour; but that he should be authorized to take advantage of the labour which is usually engaged about the mouth of November.
