I have laid before Lord Panmure your letter of the 5th Inst with its enclosure from the Governor of Hong Kong relating to the ground at West Point formerly in the occupation of the Naval Department.
I am to acquaint you in reply for the information of the Lieutenant Governor that the respective officers at Hong Kong have been instructed to throw no further difficulties in the way of the arrangements being carried out which were communicated to the Colonial Office in my despatch.
