Treasury to acquaint you, for the information of M. Secretary Labouchere,
that while My Lords would be prepared to sanction the amount of Salary proposed to the Governor of Hong Kong, yet having reference to the arrangement made, by which the Colony is charged with the Salary of a Lieutenant Governor for the performance of the same duties, They would not feel justified in sanctioning the proposed increase to the Governor, as long as the Colony is subject to the charge consequent upon the existing arrangement.
