of persons dying intestate in Hong Kong, and I am to request you will inform Mr. Secretary Labouchere that My Lords are of opinion that such balances should be considered as applicable to Colonial purposes.

The Act 15 and 16 Vict. c.39 was passed with a view to remove all doubts in regard to the disposal of property of this nature. And My Lords would suggest that the Governor of Hong Kong should be instructed to prepare and pass an Ordinance permitting the appropriation for Colonial purposes of the balances now remaining unclaimed as well as future sums arising from Intestate's Estate.

The proposed Ordinance should, however, provide for the repayment out of the General Revenue of the Colony of all claims subsequently established for any sums so appropriated.
