My Lord,

I am Commanded by the Lords Commissioners of Her Majesty's Treasury to Acquaint you, for the information of the Secretary Labouchere, that they are pleased to approve of the proceedings of the Governor of Hong Kong in defraying a balance of (£215,000) two hundred and fifteen thousand pounds with the Oriental Bank to the Credit of the Colonial Government.

Billy's proportion to be remitted from the balance remaining unexpended on account of the Grant for Hong Kong, and They will Authorize the officer in Charge of the Chest at that Station to repay the Amount to Colonial funds, the amount to be hereafter placed to the Chest Account.
