We were honored with Your Letter of "30th April" in which you stated that you were directed by Mr. Secretary Labouchere to send us a copy of correspondence between the Chief Magistrate and Secretary of Hong Kong and to request that we would furnish them with our answer to the questions stated at the conclusion of the Chief Magistrate's letter of 27th Feby.
In compliance with your request we have considered the subject and beg to report that we are of opinion that both these questions should be answered in the affirmative.
