proprietor of the original Lot should be allowed to bid at the Auction and to allow him to acquire it at the highest price which may be obtained. If the sum he bid for it is less than the damage done to the original property, he should be refunded the difference. However, he should refuse to become the purchaser if the bid is too low.

To pay compensation to him out of the price of the new Lot is not appropriate. Such an arrangement would meet the justice of the case. It would, of course, require modification to meet the peculiar circumstances of individual cases, e.g., when the whole new Land is not put up in a single Lot.

It would also be necessary to provide that the compensation should not be more than the amount realised from the sale of the new Lot. But points of detail like these can best be settled by the Local Authorities on the spot. It is sufficient for us to indicate the general principle.
