We have explained in previous reports, especially in those of
the 2nd May and 27th September 1854, why we are disposed to view the arrangement suggested by Mr. White in a more favorable light than Sir J. Bowring views it. At-
any rate, it is the only practicable
arrangement
yet proposed. If, however, the Government should coincide
with Sir J. Bowring on this point, the suspension of Chinese Emigration to the British Colonies must continue until some other reasonable plan can be devised.
