It was his duty before engaging in the responsible duty of carrying immigrants to acquaint himself with the provisions of the Imperial Passenger Act and of the Emigrant Act of the Colony to which he was about to carry passengers. And he done so, he would have seen that the Emigration Officer at Hongkong had no authority to enlarge the number which his ship might carry.

And upon that as upon other points the penalty in question was inflicted in the face of information known to the Colonial Authorities who know the East, and not to Her Majesty's Government who have no information but what is furnished by the despatches. It is suggested that his application should be addressed to the Colonial Government.
