by the Star Department and are not connected with the Lots
along
which it has been proposed to form a sea wall nevertheless
he has postponed any
application
until the decisions
of Her Majesty's Government on
the general question of
Land
reclaimed and held without
Leases beyond the limits of
Marine Lots.
The undersigned would submit that
the general principles to be followed
in
dealing with
such lands are sufficiently
obvious. That all Land
reclaimed
belongs to the Crown
is admitted and no doubt
conceived of
without a doubt
but whether the reclaiming of
such land should be encouraged
or prevented must depend upon local circumstances which can be known to those on
the spot. In some
cases the
extension
of
the Marine Lots
may be a public benefit and
it may be right to pursue
a very liberal policy, and to require
less than
an adequate proportion
of the Crown's rights. In other
