2. When the City District was first laid out, the Lots put up to Auction formed an irregular line. That natural irregularity has since been further increased by encroachments of some of the Tenants on the Lea. To put a limit to these encroachments, and otherwise to improve the City and harbour, Sir J. Downing proposes to construct a Praya or Public Quay.
B. This scheme would appear to have first suggested itself to Sir S. G. Bonham as far back as 1842, but to have been at that time impracticable for want of Funds. It was approved by Sir J.
