By the second Despatch
it appears that, after the Act came into operation, but before
it
was known or enforced by
the Government, an American Ship (the Samuel Hill) sailed from Hong Kong with Passengers for South Australia, and, at the request of the Agent, Mr. Donvall has written to Governor Bowring
to state the circumstances
under which this
uncommon infraction of the Law has been committed,
and
that no blame attaches to those
for the Ship concerned.
We have the honor to report our opinion that his Excellency Governor Bowring's proceedings reported in both these Despatches may very properly be approved.
