Bowring lacks. Almost all the European Residents are Holders of Marine Lots; the rest of the Community would gain much by the measure and do Contribute largely to the public Treasury, but they are Chinese and cannot make themselves much heard in public meetings.

I should think that for the present it would be enough to say that the subject is evidently one of much public import, but as it is to be the subject of a further Report, W. Labouchere will suspend his opinion until receiving such future Communication as they may have occasion to make.

Mr Labouchere concurs.

It is probable that the further report of Sir J. Bowring will be received before very long & it will not be desirable to say anything which would interfere with a decision on that report.
