It is stated that all the Officers of the Government with a large portion of the inhabitants entirely agree in the expediency of the profound measure. Nevertheless when the scheme was promulgated on 7th November last in the "notification" above referred to it was opposed, as the Governor says, he had anticipated, by the majority - the Leaseholders of Marine Lot No. 1 and a remonstrance was presented by a deputation from them on the 10th December last. Sir J. Bowring states that during the long interval which elapsed between his despatch (12 January) and the date of his last despatch, much of the opposition to the scheme had been dying away, but he does not explain on what his impression to this effect is founded, nor do the documents annexed to his despatch give any information on that point.
4. The scheme is not submitted in a form to require the expression of any immediate opinion by Mr. Labouchere, but Sir J. Bowring states that when he shall have matured the course which he proposes to adopt, he will again address the Secretary of State. No doubt he will then explain...
