In reference to your Lordship's despatch No. 165 of August 9, I have the honour to transmit a copy of the Hongkong Gazette containing a Colonial Ordinance No. 1 of 1855, which, when confirmed by Her Majesty, will have reference to the disposal of ammunition and Military Stores.

I am sorry to come to the conclusion that local legislation would not afford adequate security as to the place of destination by the consignees of such objects.

It might perhaps be advantageous to pass a law that should prohibit the exportation of arms & ammunition, except on the terms of complying with some regulation which might afford some sufficient security as to the place of their destinations, the persons to whom they are consigned.
