Governor and in his Capacity of Superintendent of Trade to be so closely connected, that they scarcely admit of being dealt with Separately. For the sake thereof of perspicuity and also of collecting into one place the directions on the matters which at present await decision, I am to request that you will suggest for the consideration of the Earl of Clarendon that it may be convenient on this occasion to convey instructions to Sir John Bowring on the whole of the pending questions in a single despatch; and I am desired to enclose accordingly the draft of such a despatch, which should it meet with Lord Clarendon's concurrence, Mr. Labouchere would propose to send to Sir John Bowring.
