being furnished with regular papers, the L.C. of the Admiralty have hitherto been unwilling to impose on the Commander of this Cruiser the responsibility of actually seizing such a vessel, unless the Passengers should appear to be suffering from ill usage or neglect.
As the creation of a new neglect is alleged to have occurred in some of the passenger papers, the question of whether this Authority should be somewhat extended will be considered. The Board of Admiralty will be consulted on the full subject, but you will not anticipate their decision.
