to be referred with the Law Officers, together with the Report from the Emigration Commissioners, on the subject of the police made at Shanghai, and the alleged
inefficiency of the Chinese Passenger Act to put down the illicit
carriage of Chinese Passengers by British vessels and I am to transmit to you herewith a copy
of the Report which has been received
