the conveyance of cargo and passengers to Manila under the impression that as laid passengers are not contract laborers, but office passengers paying each a fixed sum for his passage, a certificate from you of the vessel having complied with the Act of Parliament as regards the number received on board would be sufficient to obtain his port clearance.
Since concluding the charter, however, we have discovered

discovered that in the Imperial Dock no distinction is made between passengers who are contracted laborers, and those who are free passengers paying their own passage money, and that in order to comply with the Regulations of the Hongkong Government the vessel must first proceed to Hongkong, and there procure the certificate of an Immigration officer.
We are therefore compelled to choose between transferring the charter to a Foreign vessel or comply with the Hongkong regulations.
