Sir,
I received on the 5th instant Your Excellency's Despatch, No 63, dated 28 July, enclosing copies of a letter from H. M. Consul at Manila relative to a breach of the Chinese Passengers Act of 1855 by the British vessel "Fortuna", and of one from the Attorney General of Hongkong, communicating to Your Excellency his opinion upon the case.
I applied to Messrs F. D. Syme & Co for an explanation of the proceedings of the "Fortuna".
