We have recently had two distinct correspondences on questions connected with Chinese emigration.
First, with regard to the Ship "Fortuna" and the application of the Passengers Act to voyages from China to the Philippines:
Secondly, with regard to the propriety of British Cruizers interfering with either Foreign Vessels, or Vessels not entitled to any Flag.
It now appears that whilst in correspondence with our own subjects, the Foreign Office also consulted the Law Officers, whose opinion is here communicated to me.
On the first of the above-mentioned subjects, we have drafts of letters just about to go to Sir J. Bowring and the Foreign Office. It will have to be seen whether the Law Officers' opinion will not make it better to substitute other drafts.
On the second subject Sir F. Rogers had past instructions, in concert with draft, to see J. Bowring. The Law Officers observe that, as is not surprising, his duties were rights.
